(a) An aircraft engine shall not be warmed up or run engine test operations in any area of the Airport or in any manner that would result in a hazard to other aircraft, persons or property.

(b) Under no circumstances shall a person engage in an aircraft engine test operation, unless a competent operator is at the controls of the aircraft.
