(a) The City recognizes the benefit of just and equitable incentives and conditions of employment, including monetary incentives and nonmonetary recognition, to recruit and retain qualified employees. All incentives and conditions of employment must be established and maintained to promote efficiency and economy in the operations of the City government.

(b) An employee referral program to encourage employees to refer qualified candidates to positions open for recruitment may be established by the City Manager. Employees may be eligible to receive up to one (1) day of annual leave upon initial appointment of a classified or department head service employee referred by the employee.
