(a) The Public Works Department shall have three (3) principal functions as follows.

(1) Streets, Buildings, and Other Physical Facilities of the City: To construct and maintain streets (including all public ways); to install, maintain, and remove all traffic-control signs, markings, signals, and devices, as required; to maintain and have charge of all City parks and other recreational facilities and all buildings used by the City; and to perform such other functions relating to the custody, construction, maintenance, repair, improvement, and operation of the physical facilities of the City government as the City Administrator may prescribe consistent with the Charter and ordinances.

(2) Inspection: To issue building, plumbing, and electric permits, and to inspect buildings, plumbing, and electric installations (all such inspectors being technically in the Public Works Department).

(3) Utilities and Enterprises: To operate and maintain all public utilities and enterprises which the City now operates or may hereafter operate, which shall include, but not be limited to, the following public utilities and enterprises when and if operated by the City: Water System, Sewer System, Electric System, Airport, Harbor, and Harbor Facilities.
