There shall be a Public Works Department, the head of which shall be the Director of Public Works. The City Administrator shall be ex officio Director of Public Works unless he appoints another person Director of Public Works; in which case the director shall serve for an indefinite term, subject to removal by the City Administrator. The Director of Public Works shall be an officer of the City and shall have supervision and control of the Public Works Department. (KC 1-27)
