(a) A person who is adversely affected by a decision or order by the Airport Manager may appeal to the City Manager. To be considered, an appeal must be in writing, describe the facts or issues in dispute, and be received by the City Manager, within thirty (30) calendar days after the date on which the Airport Manager’s decision or order was mailed or otherwise provided to the person making the appeal.

(b) The City Manager’s decision in an appeal of the Airport Manager’s decision or order shall be in writing and give the reasons for the City Manager’s approval or denial of the appeal.
