(a) If the Clerk determines that the application is substantially in the required form, the Clerk will fix the date of the recount to be held within three (3) days, excluding any Saturday, Sunday, or holiday, after the receipt of an application requesting a recount of the votes in a City election after it has been initiated under KMC 6.45.010.

(b) The Clerk shall give the recount applicant and other directly interested parties notice of the time and place of the recount by telephone or electronic transmission.
