(a) Public relations shall be an integral part of each employee’s job.

(b) All employees shall be neat and clean in appearance and shall conduct themselves in a manner which is appropriate for an employee in public service. Departmental regulations may impose reasonable specific standards of dress and appearance.

(c) Employees shall be courteous, efficient and helpful to everyone in their work and shall do the best job possible on every assignment.
