It is determined to be in the public interest that holders of or applicants for licenses issued by the Alcoholic Beverage Control Board and the Marijuana Control Board of the State of Alaska shall have all obligations to the City of Kenai on a satisfactory basis prior to the City Council approval of any activity of said license holder or applicant.
