Notwithstanding any provision in this chapter to the contrary, the City may, upon approval of Council, enter into cooperative agreements with other units of government for disposal of waste products through the City of Kenai sanitary sewer system, which agreements may provide for disposal of substances which may otherwise be precluded by this chapter.
