Should there be dispute as to which of two (2) or more private persons desire to be the moving party, the Chief of Police shall impound the property, and after satisfying him or herself that the proceeds of a sale will cover the expenses of publication, follow the procedure above provided and sell the article at auction after final endorsement by the City Clerk.
