It is unlawful for any person, firm, or corporation, or any agent or employee thereof, knowingly to make any material misrepresentation to any officer, employee, or agency of the City government in any official application to, or official dealing or negotiation with, such officer, employee, or agency; or to commit perjury before any agency or officer of the City.
