A person who brings an aircraft to the Airport, whether for transient purposes or to remain indefinitely, and does not park the aircraft on the premises of a land lease shall, as soon as possible, but not later than forty-eight (48) hours after arrival at the Airport, register the aircraft with the Airport Manager and obtain a parking location assignment.
