Any person who completes any well as a producer shall have the obligation to enclose said well, together with its surface facilities, by a substantial fence sufficiently high and properly built so as to ordinarily keep persons and animals out of the enclosure with all gates thereto to be kept locked when the permittee or his employees are not within the enclosure.
