(a) All hotel and motel operators shall require guests to register and all guests shall register.

(b) All hotels and motels shall keep a permanent register of all persons staying in such hotel and motel.

(c) It shall be the duty of the Police Chief to inspect every hotel and motel at least once every six (6) months to determine if the provisions of this section are being complied with.
