(a) When the City Manager finds that an animal in the City has been positively diagnosed as infected with rabies, the Mayor may declare an area-wide rabies quarantine for a period of thirty (30) days.

(b) During an area-wide quarantine every animal shall be confined in accordance with KMC 3.30.030. No animal subject to area-wide quarantine may be removed from the City without the written permission of the Mayor or his designee.

(c) If additional positively diagnosed cases of rabies occur during the area-wide quarantine period, the Mayor may extend the duration of the area-wide quarantine for up to an additional six months.

(d) No person shall violate the Mayor’s proclamation and any dog running at large during the time fixed by the proclamation shall be killed by the Police or Animal Control Officers without notice to the owner.
