(a) Rating Officer. The rating officer shall normally be the employee’s immediate supervisor. The rating officer shall be responsible for completing a performance evaluation report at the time prescribed for each employee under his or her supervision.

(b) Reviewing Officer. The reviewing officer shall normally be the rating officer’s immediate supervisor or department head. The reviewing officer shall review the performance evaluation report completed by each rating officer under his or her jurisdiction before the report is discussed with the employee. The reviewing officer shall consider the performance evaluations completed by the rating officer in evaluating the rating officer’s performance.

(c) Department heads shall be evaluated by the City Manager.
