The City Manager or designee will analyze the duties and responsibilities of all positions in the classified service and department head service and recommend to the Council a job classification plan. Each position in the classified service and department head service must be assigned to a job class on the basis of the kind and level of its duties and responsibilities. All positions in the same class must be sufficiently alike to make use of a single descriptive title. A job class may contain one (1) position or more than one (1) position. The classification plan is effective upon enactment by City Council of the ordinance adopting a budget for the following fiscal year or by resolution.
