The City, by authorization of the City Council, expressed in a resolution for such purpose, may purchase, acquire an interest in or lease real property needed for a public use within the airport reserve on such terms and conditions as the Council shall determine, but no purchase shall be made except for fair market value as determined by an appraisal performed by a qualified real estate appraiser.
