The City Manager may regulate the manner in which the airport is operated with reference to safety, accommodation, user fees, and service to the public. The City Manager is authorized to adopt, amend, and repeal such rules and regulations as may be necessary. Regulations promulgated under authority of this section are effective on the date designated by the City Manager. The City Council may by resolution at any meeting revise or repeal any regulation adopted under authority of this section. In this connection, the rules and regulations adopted prior to the enactment of the ordinance codified in this section are hereby ratified, approved, and continued in full force and effect until further amended or repealed by subsequent action of the City Manager.
