The filing of an application for a permit provided for herein or the making of an excavation or fill described herein shall constitute consent by the contractor and property owner for the Director of Public Works to enter upon the property at reasonable times and to inspect and investigate the soil conditions, the progress of the excavation or fill, or any facts and circumstances related to the application, permit, excavation, or fill.
