Any person requesting initial acceptance of a street for maintenance and snow removal by the City shall obtain a street building permit prior to construction of said street. Construction in accordance with standards prescribed by the City will be the duty of the applicant and the burden of proving compliance is upon the person constructing said street. Fee for such permit shall be as set forth in the City’s schedule of fees adopted by the City Council and shall be paid to the City at the time of application for said permit.
