Any person who violates the provisions of KMC 16.20.050 is guilty of a misdemeanor and punishable by a fine not to exceed $300. The penalty provided for herein may be assessed for each parcel to which title is transferred and shall not bar regular foreclosure proceedings provided for herein nor be applied on, or as a set-off to, any assessments or charges against said properties.
