The Council, by motion, resolution, or ordinance, shall have power to regulate the number and kinds of officers and employees in the various departments, offices, and agencies of the City government, and shall have power to determine or regulate the compensation of the City Manager (if any), the City Clerk, and all other appointive personnel of the City. The compensation of the Mayor and Councilmen, if any, may be determined or changed only by non-emergency ordinance as provided by the City Charter, Section 2-3. (KC 1-34)
