(a) He or she shall appoint, and may lay off, suspend, demote, and remove all administrative officers and employees of the City, except the City Attorney and election personnel; and shall supervise and control all such personnel whom he or she appoints.

(b) He or she shall have all other administrative powers and duties granted to him or her by the Charter, Section 3-2, and other sections thereof, and by ordinance.
