The Council by ordinance, may create a minor-violations bureau with authority to dispose of cases arising out of designated minor violations of ordinances, such as minor traffic and parking violations, when the accused waives the right to be heard in court, pleads guilty, and pays fines and costs. The right of trial by jury shall not be abridged.
