Section 7-5. Lien for Special Assessments.

The special assessments herein provided for, and any lawful charges, penalties, and interest which may accumulate thereto, shall be a first lien upon the real property assessed; and the lien shall be of the same character and effect, and shall be enforceable in the same manner, as a lien for general taxes.
