The City shall have power to borrow money to meet appropriations from a fund for any fiscal year in anticipation of the collection of estimated revenues for that year for that fund, when authorized by resolution or ordinance passed by the Council, and without submitting the question to the voters. The total of such loans for any fund at any time shall not exceed seventy-five percent (75%) of the estimated revenues of the fund for the year still outstanding and uncollected. Money may thus be borrowed for one fund from another fund of the City as well as from other sources. All debt so contracted shall be paid before the end of the next fiscal year.
