(a) When the City is operating under the Council-Manager form of government, there shall be a City Manager. The Council shall appoint the City Manager for an indefinite term by a vote of a majority of all its members. It shall choose the City Manager on the basis of the City Manager’s executive and administrative qualifications. At the time of the City Manager’s appointment, the City Manager need not be a resident of the City or State; but, during the City Manager’s tenure of office, the City Manager shall reside within the City.

(b) The Council may suspend or remove the City Manager at any time by an affirmative vote of five (5) members. At least one month before removing the City Manager, the Council shall give the City Manager notice of the proposed removal and a written statement of the cause of removal, and before removal, shall give the City Manager opportunity for a public hearing thereon. The Council may remove an Acting City Manager without notice.
