The Council shall hold at least two regular meetings every month unless canceled as provided in this section. Regular meetings shall be held at such times as may prescribe by ordinance, resolution, or rules of the Council. The Mayor or any four council members may call special meetings. All meetings of the Council shall be open to the public, and the journal of its proceedings shall be open to public inspection; but committees of the Council, including the committee of the whole, may hold private meetings; provided that all actions of the Council shall be taken at public meetings. A meeting may be canceled by the Mayor due to lack of a quorum or for an emergency, or by a majority of council members for any reason as long as at least twenty regular meetings are held each calendar year and at least one each month.
