The compensation, if any, of the Mayor and other Councilmembers shall be determined by a non-emergency ordinance; but no increase in such compensation shall become effective until after a regular City election has been held. The Mayor and other Councilmembers may be reimbursed for expenses incurred in the discharge of their official duties. This section shall not affect the compensation which a member of the Council may receive as a member of the Borough Assembly.
